A completeness dashboard flags roles with missing requirements — and a blank requirement is held distinct from a minimum of zero, so an unprofiled role never masquerades as one that demands nothing. The workbook ships with the O*NET 30.3 skill taxonomy loaded but every requirement blank; you assert what your roles need, because no trustworthy public standard for that exists.
